wtb cross frame 54-55cm top tube, trades?(juicy 5)

I want a steel cross or touring frame to build as a commuter bike. I am about 5'9, 32" inseam and need a 54 to 55 cm toptube. I want to build this bike as cheap as possible.

trade for- Avid Juicy 5 front and rear 160mm pre-bleed. all you need is rotors.
