what makes a 29 er?

CX bike?
cruisers?
only ask as i ride all of the above plus a fixie 27" wheel bike - my only 26er is my mtn bike.
they also all have been know to go off road so are dey 29er's?

I believe 29" is the outside diameter measurement of a 2" tire mounted to a 700c wheel.
