Would a Crosscheck pass as a 29er? I fear it may not be able to handle wide enough tires but does anyone have experience trying to fit say 29" WTB Mutano Raptors on those frames?

Yes. It barely works. I tried Mutano 2.1s. I had to cut off knobs and the tires were still hitting the fork legs and chainstays. I also tried the Notos and they sucked.
Everything's peachy keen with Mutano 44 and the big Smokes.

Moto 2.1s you mean?
I have good faith a Conti Vapor will fit, as well as s Schwalbe Blackjack 1.9
I love my CrossCheck, for what it is : a CX bike. It's geometry prevents it will ever be a 29" mountainbike, at best a fat tired CX bike.
Mutanoraptors are heavy and narrow. They need 6bar to not pinch flat, and 2.5 bar to not lose traction/grip all the time. Fast, but I'd only use them on the rear, for really lame rides with lots of pavement.

I am thinking the cheap Crosscheck is not for me. I am just going to put together a junky ss 26" for a bit. Maybe in the spring I will spring for a real 29" SS frame.

I don't know what size you need, but there's a nice one on MTBR from 2melow as I write this: http://forums.mtbr.com/showthread.php?t=42859
